9500 start up

Hi,could anyone help me out with some info,the 9500 is not taking a charge,solid red led came on after a few mins then went out again after 10 mins.Let it stay on charge for hours took battery out and measured voltage,as i thought 0v.Charger is working measured volts at pins on phone.
I would like to know even with dead battery and charger pluged in should the phone still show something on screen,mines completely black all the time.

Hi,just to update,battery as I knew was caput and tried another screen which I knew worked,unfortunately it turns out the other screen is faulty was hoping for a software issue with phone but good screen worked in the faulty phone.
