how do you get the weatherbug on the storm with the theme?

Download WB then set it on the place where it should be set on the app screen.. Usually, it's suppose to be the first icon

Well no I don't mean that. When I see a theme that comes with weatherbug on the ota, how do I do that?

It doesn't come with weatherbug. The themes are designed with an icon place holder that will show the text of the icon. You have to install weatherbug yourself and set it to be the icon they specify.
