Can you please check long press of space button from some application?
Does it move you to homescreen\open applications?

I've never tried that feature or short cut before. When I do it from an open app, it just moves the cursor along like it would if you did that while typing. Maybe I'm doing it from the wrong app?

Not likely, but there is a possibility that shortcut was deleted from 10.3.2 for some reason...

Now I see what you were talking about. A single tap still will move the page down a little ways, but the long press doesn't do anything

Single press moves one page down.
Long press doesn't do anything.
Notice that there's no speed dial configuration option either for space bar. (I wanted to see if I could put the phone to sleep by space bar long press but no) So there's consistency there.
Also I think it'll be tricky to tell if the user wants to go home or wants to leave lots of blank space - as a result of space bar long press (contextual scenarios are simply one too many). So I think the limitations are quite obvious in this regard.
