    I have a carrier version that I have unlocked but how can I enable tethering? I have an unlimited data plan and AT&T won't allow me. On my android devices, I would just flash a custom ROM.

    Unlocking your device has no effect on the device restrictions, those are controlled by SIM/Network. If you want to enable tethering the simple answer is to not use AT&T. You can flash different OS' till the cows come home, it's not going to change anything. In the early days of BB10 that might have worked with certain leaked OS' but not any more.
