usually the twitlonger feature is built into the apps. I am not sure if apps like Blaq or Willow have it in them but you can check their description to fine out.

Blaq doesn't appear to, I have a super Alpha app that split tweets, but I can't distribute that, I play with it, but either use the baked in twitter app or Blaq

Willow doesn't have it, but I wrote the twitlonger developer a few days ago (when I first heard of it) to find out how to incorporate it.

kmsoft, I can't be of any direct help, but I have enjoyed apps that incorporate a prompt to split the tweet when it goes beyond length. If you are interested, let me know, no promises, but I know some folks that I possibly can put you in contact with.
