Is there a way to turn off the device manager? I think its a waste of time and is draining the battery by constantly monitoring the phone. Kind of defeats the purpose

I don't think so. The only thing would be to try and delete the bar file for it if it can be deleted.

    But I think it's a great tool.

Pretty sure the device monitor barely uses resources..

All the Device Monitor does is give you a GUI to an internal process. The process itself doesn't use any real battery.

If your phone battery is draining there is something else running because the manager uses very little power.

That's what the device manager is for. Open it and go to the CPU tab, select current. Look at it for a bit and you will see which apps are active.
To generally see what's running, go to the memory tab. Any running application will take some RAM, so you will find it there.
