He is talking about a free placement of app icons on the homescreen. For example in Android you can place four icons on the very top, two additional ones in the lower corners. Even Windows Phone has, although kind of very limited, a similar way to do it. On BB10 icons get automatically arranged in rows from top left to lower right in a fixed order. Sure you can start a new page for the homescreen, but the new row always has to start from the top. You can't place them in the lowest row to keep the top of the screen clear.

I like to see my wallpaper, too. What I did was move all my icons to a second page, except for one folder (of most commonly used apps) that is on the top left hand corner of my screen.
