Is OS10.3 officially released for Q10?

Here comes my question:
I click "software update" in setting, but says "You have the latest software", software Release 10.2.1.2102.

Obviously it is not the latest version.

So how can I update officially? I only need the official update, nor update by any leaked OS. I want a stable OS.

Read the some posts, finding out the suitable way for me to autoload the OS into phone.

But my question is: download from this link is too slow and unstable https://supportforums.blackberry.com...r/td-p/2466747

Could anyone advise the better download method. I just need the official OS.

Just need 10.3.1 and 10.2 to downgrade back. no need for 10.3.2 , 'coz can't flash back to 10.2.
