It hasn't even been announced! We don't even know for sure if it will be called Q30 or something else. There has been word it'd come "sometime later this year", so I wouldn't expect it during the first half this year. Late summer would be my bet for the earliest release date, but rather autumn.

It will run with 10.2.1 for sure, since this version will be rolled out soon. However it might be quite possible that new QWERTY will even sport an even newer version like 10.3 or whatever numbering BBRY is going to use.

That's just speculation what we're doing here. You will definitely see some kind of Q10 successor - basically a new QWERTY phone - at some point. I hope it will be this year but I wouldn't expect it earlier than Q4 to be honest.

And when it's gonna be rolled out it will probably run on the newest OS version whatever that will be by that time.

I am hoping it'll be a slider either horizontally or vertically like the Torch was, that way we can appeal to everyone... Z30, Z10, Q30, Q10, etc. Because I doubt that the Q will get replaced so fast
