What would it take to get these phones working?

I want to get a spare for parts or for full use just in case and these are new units, just not fully set up I guess?

The software loaded onto the phones in the photos is the software that BB loads onto phones undergoing repair. From what I've seen about phones with this in the past, they're as good as parts.

There are still some new in box units out there, or slightly used. The one I bought must have been a work issue and never made it out of the box. The phone was on it's original software
