If you mean the CPU, RAM, etc, then yes, it'll be exactly the same between GSM and CDMA variants. This applies to pretty much every phone out there.
So if I bought an unlocked Q10, it should work on both GSM and CDMA carriers?
Unlikely, as usual ( think 9900/9930, 9850/9860, etc )
The CDMA version use a different chipset ( I think )

Rule of thumb:
Phones made specifically for GSM will never work on a CDMA network.
Phones made specifically for CDMA can work on a GSM network if the manufacturer bothered to add the appropriate radio and a SIM slot, and if the carrier didn't purposely disable it. In other words, ymmv. Best to research before buying.
In recent years, there have been quite a few CDMA phones with SIM slots that can work on GSM networks, i.e. iPhone 5. Still, CDMA users are the minority worldwide, so if you prefer to purchase handsets outright, you'll likely get better deals on GSM-only phones.
