    This seems like you need to contact your carrier and ask them what is happening. Did you buy this phone from someone else? Looks like the meid is being blocked by the carrier. Can you talk to the person you bought the phone from?

    It means somebody before you put in the wrong unlock code more than 10 times. Very tricky to fix, only a few independent repair stores can fix that. Nonetheless you can try getting the original carrier of the device to take a look at it.
