Something that I've noticed on all versions of OS10 (presently on 10.3.2 on a Q10) occurs when I delete a single message in the Hub. A black bar appears with the message "Message deleted | Undo". Well, yes, I deleted the message and no, I don't want to undo - just go away already. How can I get rid of this stupid popup permanently?

You're using the hub instant actions on the right side of the message and clicking the trash can. I don't see a way to do that in hub settings, display and actions. There is delete message confirmation you can toggle off but that only works when you delete by a method other than instant actions. Hopefully for you, someone will come in and prove me wrong.

I just ignore it for a few seconds, and it gone.
There may be a day when you want to "undelete" something you've deleted by accident.
But you're going to have to be quick on the draw....
