Is there an option to delete e-mails only on the Q10 so that they stay in your computer's mailbox, or to set conflict options (ie mailbox wins)?

I read an older thread indicating this is a BIS feature which does not exist anymore, but maybe there has been a software update since then?

not for BB10 so far. It is a BIS only feature right now

Ok, so does this mean there is 2-way sync, so that if I delete e-mails in Outlook, they will be deleted from the Q10, and vice versa? Also, is there a delay for the syncing to take place, or is it instant?

Depends on the email service/type you're using and not the desktop client.

Everything stays in sync if you're using a 2-way mail protocol (eg ActiveSync or IMAP). You're out of luck if using POP3 since it's not designed for multi-device sync.

Only way it seem so far is to move/file the email into a folder on your phone. Nothing in-terms of deleting on handheld and still remaining in the Email Inbox.
