I have accumulated many double contacts through the years of snycing and what not. I want to delete the double. I sync with my work server and outlook using active sync. What will happen after I delete, will active sync just put them back from Outlook? I suspect that this has happened in the past

It shouldn't..

Active Sync is a 2way sync protocol.. it's supposed to take the last action and apply it across the board. So, if you delete a contact from your device, it should delete it from the server.. at least in theory.

I thought so, I suspect though that theory has created many doubles for me! Also, I noticed that it is not properly syncing details in the notes portion of a contact
