Please, tell me there's a way to block one specific number that's harassing me.

Depends. What is your carrier? I assume you have a Q10?

Well with Sprint I can log into my account and block individual numbers. I would think you could do the same on AT&T.

Here is a screenshot of what it looks like on my account. You can block individual numbers.

How do these people like having their phone numbers posted world wide?

Oops! Thought that was blurred out.
Posted wrong one, wow! No more posting from me when I'm tired. I make stupid mistakes.

When I can't focus, I turn things off and close my eyes. ;-)

Back to my topic, I went to the AT&T page and FAQ and followed the instructions that led me to the calls settings and this is what happens.

    Blocking one number-img_20150916_105121.png

See that the Call Blocker seems to be not selectable.
So, when I try to click on it this appears :

Still, it's not the feature you want :

If you can't block a number through your provider, you can either set custom notifications for it, so you don't be disturbed, either use a native app from BlackBerry World to do the job.

Get the Call Blocker 10 app @ BBW. You can select the numbers you want to block.

Just to come back with something helpful, although I can log into my account and do this from there, when I go into the phone settings like you did I also can't access that setting.
I get the same message as you. I'm running Q10SQN100-4/10.3.1.2576
