Yes but the term is used loosely. Some carriers call HSPA 4G.

But generally LTE is 4G.

No they are not the same. There is 4G (fourth generation) which is basically HSPA+ and 4G LTE (fourth generation Long Term Evolution) Both 4G and 4G LTE refer to networking standards that are starting to replace the older 3G data networks used by wireless carriers, but they all use different technology.
4G is more like 3.5G while 4G LTE is notably faster and also drains the battery faster too.

In my are which has LTE network, on my Q10 is shows 4G but on my brother's Iphone 5, it shows as LTE. I'm a bit confused on this.

Basically, due to lose laws for advertising in the states, 4G and LTE mean different things than the rest of the world.

Most phones designed to be sold in the states are set to display 3.5G(HSPDA+) speed connections as 4G for advertising reasons and LTE speed connections as LTE or 4G LTE. Phones designed to be sold in other markets are usually set to display 3.5G speed connections as just 3G or 3.5G and LTE speeds as 4G or 4G LTE.

So, just because a certain phone displays LTE and another one displays 4G the actual connection speeds may be the same. Just the way it's delayed on the phone is all about marketing.
