Disclaimer: I don't own a Priv, so I can't guarantee success. Check Settings for Home and/or Display, wherever Wallpaper setting(s) are found, and see if it says anything about wallpaper scrolling. If yes, disable. If not, simply try using a wallpaper that's the exact dimensions of the screen (crop it if necessary) and it should disable naturally.

You can download wallpaper from Play store

I use 'No Wallpaper' - it's just plain black on all screens

Use a different launcher, like Apex.

I noticed when i download a wallpaper off Internet and set it from Internet it doesn't scroll
