Is the priv capable of simultaneous voice and data without having to use some stupid "advanced calling" feature that will only work when on a 4G connection? I know a lot of the newer Samsung phones are like this and it really pissed off a lot of people I know.

EDGE and lower speed connection aren't able to carry both voice and data together. Not enough bandwidth.

But with 3G and higher connection speeds, you can do both.

I thought the voice and data use at the same time, was a limitation of Verizon, no?

On my Verizon z30 i can do both simultaneously even when only on 3g. Several of the newer Samsung phones won't work without a LTE connection, and "advanced calling" enabled.

    Here's the deal.

VoLTE carries both on the LTE channel. If your carrier doesn't support it then the tower will tell the phone to fall back when you place a call. What it falls back to (which is under the carrier's control) determines whether you lose data during the call.

If it's HSPA, all is good. If it falls back to EDGE or GSM, on the other hand, poof -- and it's not that GSM can't support dual-attach (it does and is formally in the spec), it's that nobody has built firmware in the consumer space that does so even after more than a decade.

Correct, if it drops to HSPA then you will have simultaneous voice and data, though you may see some drop in transfer speeds until the phonecall is complete.

So how come my Samsung friends have to enable "advanced calling" and I don't on my Verizon z10 and z30?

We noticed that if we would exchange an email wile on a phone call I would always receive it right away where as he would not until he hung up. He went to Verizon and complained and they told him that the new Samsung phones required "advanced calling" to be enabled in order to do simultaneous voice and data and even then it would only work on 4G.
