Looking to purchase a quick charge 2.0 charger. I'm wondering if a 3.0 quick charger is backwards compatible to 2.0. Will a 3.0 charger charge my Priv the same as a 2.0 would?

The differences between QC3 and QC2 are less related to charging ability and more to efficiency: they should charge at about the same rate, but the QC3 charger should produce less heat.

QC3 is backward compatible with QC2 and QC1 but you won't get any better performance using a QC3 charger on PRIV than a QC2.

So it would make sense to purchase a QC3 charger and be ready for the next Phone / device that is QC3 standard.

Google is pushing USB-PD on USB-C as the future charging standard for Android so don't make a purchase based on future-proofing. If its a good brand and a good price buy it whether QC2 or 3.
