When you connect your phone to your PC there is a notification which shows in what mode your phone is connected. It defaults to "Charge only". Tap on it and you will see a menu that allows you to change it to "File transfer" mode.

Also, you might consider using AirDroid to copy files so you can connect it using Wi-Fi, it's simpler

Please tell me what you did to get the option to show. My Priv only charges when I connect it to my Surface Pro 3 via USB. There is no message or option to change from charging. I even went to the Developer setting and attempted to change how the USB responds there, it switched back to charging. I attempted to restart the phone and my Surface several times, but was unable to do anything other than charge my device.
