I can't determine how to get the notification contents to appear on the blank screen when locked or asleep. I only receive the notification sounds and led alerts.

On Android 6.0.1: if you receive notifications when the device is awake, go to settings > device > sound & notification > notification > when device is locked > show all notification content.
