I want to customize hardware buttons.

Volume up/down long press - next/previous music track
Mute - music play/pause

Like this.

I know that if I can root my priv, Ican customize hardware buttons easily.
But we cannot root priv.

Then how can I customize hardware buttons?
Is there any app for it or another method?

You can't.

You can, at least if you want to use them for music control. Search for the app Tactile Player.

Using switch access from the accessibility settings does let you use the keys for some thinsg. Unfortunately the options are rather limited.
The most useful thing I could find is remapping the mute key as a back key.

I too was troubled by this after switching from Classic to PRIV. I wanted this function so that I do not have to take my phone out to change tracks when I go jogging.

After some searching and testing, I found this app that works with the following settings (see screenshot). The buttons now work like how they would for me on the Classic.
