It does have a dark hub option except it is kind of a dark gray & not jet black.

As someone may have mentioned, the Dark Hub is a HUB option and this is the HUB+ which is kind of a hidden/helper module but not the upfront aspect that we see.

I think I will wait to see how things settle. And I'm not one who is in love with dark themes or Hubs.

The HUB update hasn't gone live yet. The update was for the HUB+ service.

Indeed, the Hub+ update just received is some kind of backbone app. Us non-beta folks have to wait a few days for the Hub app itself.

Dark Hub was supposed to be a battery saving feature request for AMOLED displays. When a OLED display isn't white, it is OFF which can save power. Otherwise it is just preference.
