    I don't understand why the notification level determines the level of the dial tone, the dial tone should have its own volume settings ,does it still work that way on marshmallow?

    Disable the dial tone... it is annoying anyways... Open the phone app, select the overflow menu (AKA the 3 horizontal dots) then go to Settings > Sounds and Vibrations > Dial Tones (uncheck that box and free yourself...)

    However, to answer your question: YES, it still functions the same in Marshmallow...

    If you use the physical numbers on the keyboard, regardless of your notification volume, there will be no tones when you dial. I usually have my notifications on maximum volume, so to avoid deafening everyone with the tones, I use those.

    EDIT: Thanks CivilDissident, I just disabled them altogether.
