    No matter how many times an app tries to access your location they will be unable to with this off.

    That's your answer. You need Marshmallow for granular permissions. With that DTEK can link to the app permissions panel.

    Guess you're on AT&T or Verizon, send them a few angry emails...

    Turning off location services only disables the phone from picking up new locations, it still gives your last and cached positions.

    I'm using app "FakeGPS Free" in which you can set an fake position. But beware there is a problem when searching mails in hub if this app is activated: http://forums.crackberry.com/blackbe.../#post12434714

    Perhaps it is fixed soon by BlackBerry as c_bryant is on it, or get another position faking app.

    I noticed the same behavior last night while looking at apps to disable. I keep my location services off until I need it for navigation. Aggravates me to know that a couple apps are trying to ping my location even though my location is tuned off.
