Had the same "problem" . You need to pull down the notification tray, there you see further options to chose from.

I'm not getting the notification to change the mode from charging to file transfer

Unplug the phone from the computer and then wait a few seconds and retry it. As soon as you do that, then do the two-finger swipe down from the top. Tap the notice of being plugged in and that shows the options.
