Yes I believe it has been like that since 2.0.1.358. It is why I don't turn off my PlayBook anymore while charging it. I just leave it on. I actually prefer leaving it on, but if you notice, most other mobile devices whether it be iPhone or android have their screen remain on while charging when off. But yes, it was equally surprising for me as well when they built it in at .358.
