This may or may not be a stupid question im not sure. So here goes,
if i buy an app on the playbook, and i accidentally delete it. Do I have to buy the app again? Or I can just download it over again?

Its does this really well actually, wiping the device and going back into app world and waaahh laaaa, all your apps and in 'My World' ready for re-installation.
