Don't have an LTE PB either but searched around abit for your problem. It seems to happen alot with Z10 that is supposedly unlocked. May or may not be same with PB. Apparently, the carrier can have control of the APN entry and can block any changes. Have you consulted with your carrier? It doesn't seem to happen all the time so some carriers may be different. You mentioned that some people have connected in your country. Are they using the same carrier/SIM? You might need to switch to a different carrier.

I try to use another carrier but same issue, cannot save APN settings.
I think the carrier already lock my playbook. (maybe)

Sorry, I really have no clue. I suppose you have already done the hardware reboot (like a battery pull);

Hi, "How To Perform a Hard Reset on the BlackBerry PlayBook", I try so many times
"Could you have been sold a locked device?" I bought from ebay, this playbook already unlocked (But in Vietnam cannot use)
Last time, my playbook OS is 2.0 and cannot use 3G in Vietnam. Then I upgrade to 2.1 -> setting APN -> and can connect to internet
A few day, i cannot connect internet by sim card (wifi normal). i dont inderstand zzzz

Do you know any of these guys personally or just from a forum? It would be interesting to rule out hardware by seeing if their SIM card worked in your PB. It is strange that you got it to work and then it quit working. I'd try to message them somehow to see if they can help you out. They would be your best resource. Good Luck.
