I need to open the attachment but, I can not, because the attachment can not be downloaded or opened.

If you're talking about an email attachment, you'll probably have to access your email account through the browser and download it from there. There are a couple of apps that will open rar files, one of which is ES File Explorer (needs to be sideloaded).

If using the PB's native email then you can press and hold on the attachment until the Open / Save As pop up menu appears.
Press Save As and verify file name in the Save As dialog. Click Save and the attachment will be saved in the downloads folder.

I tried that before I posted, and it didn't work. I just tried again, and it did work. So, nevermind.

If an attachment is large wait until the green check mark appears to the right of the listed attachment before trying to save it.. This indicates that all the data has been downloaded to the email app.
