One would hope that it will be improved in BB10 but that is still months away, probably. I don't know if any of the 3rd party apps will help: pdfReader, qpdf and sideloaded Repligo.

What exactly do you mean by 'graphics'? For encrypted files I don't know, but the PDF Reader app I use handles any kind of graphics...

a scsnned file may be !!
sometimes a create pdf file of my notes for more convinence....but tjat file don't work on my tablet
