want to turn on/off sms so i can not send a text and can not recieve any tex

I believe you have to do this through your carrier. For example, on T-Mobile, if on the T-Mobile Web site, you go to the phone's services/change services, you can block all messages, incoming and outgoing.

You can block incoming SMS using the firewall in Security Options.
