Heres the deal,
I go to send a picture message and my phone always restarts. I just sucessfully sent one yesterday, but its a rare occasion that it actually goes through. Since restarts take about 15 minutes, I'm pissed off..and so is the person I'm texting since they think I just stopped texting them.

How can I stop my phone from restarting EVERY single time I try and send a picture message?

Try reformating the memory card. Back it up to your pc, reformat, then restore your data. It sounds like it might have some corrupt data on there.
