Unlock Pin

I currently have a used phone from work, the memory card application has been blocked but I know how to fix that..

The problem is i can not send Pin message, i can compose a Pin message and enter the recipients pin but when I press the options button there is no option to SEND..

As this phone is an ex work phone and they have clearly blocked the memeory card is it likely they have blocked the Pin messaging.. if so, how can I unblock,,
