I have read several times in CrackBerry and on other sites that T-Mobile phones have different radio channels assigned and that these cannot be changed by OS tweaking.
What is sure is that T-Mobile and AT&T use different 3G channel frequencies. Here's a link UMTS frequency bands - Wikipedia, the free encyclopedia and two lines of data I extracted from a table therein

Sorry it's such a mess but ya'll can see that the frequency numbers are different between AT&T and T-Mobile.
Your question remains however, can an AT&T phone "reach" T-Mobile's 3G frequencies. My belief is that it cannot but I'm in the UK and have no way to test this.
