Audacity is good, but it may be overkill if you just want to make the ringtone louder. I used it for a while, but then I came across myxer.com, which let's you tinker with the mp3 before sending it to your phone -- including changing the volume. I found it to be much easier than Audacity, personally, particularly since I had a bunch of files to upload...

The only online alternative to Audacity is http://makeownringtone.com
Because it's the only good online editor that doesn't require to enter your personal information, including your phone number (which is crazy!). It also allows to download ringtones instead of sending them through expensive pic messages.
