there can be so many different possibilities. do you know the history of the phone? for example if it was damaged? dropped in water?
edit: just read the post above. i can only guess power supply problems if the phone itself has never been damaged.
if the phone's never been damaged and its not the battery, the phone should at least turn on.

EDIT: When i connect the usb to the phone with the battery in the LED will stay RED for a minute then it will turn of then come back on.
EDIT: The red LED will only come up if the battery is connected to the phone with the usb. But when i take out the battery it will not turn on the red led.
Follow my guide, at least to install the OS, which is at the top of this forum, and using CrackMem to delete, at a minimum the vendor.xml file. Then skip to the wipe section, and follow the directions there. You'll be able to connect your device, and install your OS.

Everything was going well until when i tried to connect the pearl to the usb to show that its connected on application loader but it wouldn't show. When i connect the usb to the phone it will not turn the RED LED on till a few minutes and once it turns on it will show the usb on my start menu then it will go and the light will stay on for a while then turn off.
The LED should light within seconds of the battery being put in. Then you connect the USB. If it's taking minutes for the LED to light, there's something drastically wrong with your device.
