Problem using my Pearl in Israel with Orange BigTalk SIM

I purchased my Pearl 8100 phone in the states, unlocked it and am now in Israel. I bought a prepaid sim card from Orange big talk. When I attempt to dial local Israeli numbers, it works just fine. But when I try to call internationally (which according to Orange I should be able to do), I receive a message from orange big talk saying orange big talk customers can not call this number. The store I bought the SIM card at says there is an issue with my phone and that they can't help me. Any ideas?

u need to put 012 or 013 infront of the international number that ur calling
