Actually, we could use a bit more information. Who is your carrier? Are you downloading your carrier's official OS through the RIM site? Is your 8100 actually branded to your carrier? If so, there is no need to worry about the vendor.xml file. If not, that's when you need to find and delete the file.
Also the question "what version of the Desktop Manager do you have" is valid. As is the question of whether you are using DM or the standalone "loader.exe" program. Just to give us a better idea of what's going on.
I think pretty much every carrier that had the 8100 offers OS 4.5 now. Even AT&T's last update was to build 182 in early 2010. And I think they first released 4.5 in 2008.
You could try downloading it again and re-installing it on your computer. One or more of the files could have become corrupted and you may have to try again.
I've used DM 6 to update my previous 8100 to that last OS build from AT&T, so I know that it works.
