So, I just purchased this phone off eBay and the device was listed as locked, and I had no idea that a device could also be HARD-locked. Is there any workaround for this? I'm in the U.S. and the device is for Bell Mobility Canada.

I've heard of a program called ROM Booter that supposedly solves the issue, but I haven't heard much about it.

Any more advice is much appreciated, I'm pretty bummed.

you will need to send it to a company like cellunlock.net and have the cable unlock it.

not sure.... Everytime I heard about this, the person needed to put it in the hands of an unlocker...

Look for a store that offers DM3 unlocking.

Yes, Mama is right, the specific service of DM3, I know CellUnlock does it in their Miami location.
