Charging error, charging/usb port problem?

I'm having a problem charging my Pearl 3G 9105. Whenever I connect the wall charger, same with the USB cable whenever I connect it to my computer, it doesn't charge up properly. Sometimes its charging, sometimes its not, I need to unplug and re-plug it. The lightning bolt during charging doesn't show up. I'm using the original wall charger and USB cable provided. Look at the picture I uploaded below, a screenshot, it shows a little socket on the battery instead of the lightning bolt/blinking thunder icon. I can charge it well whenever I turn off the phone BUT I don't want to turn it off every time I charge it. That sucks. Running OS6, the official and latest version for my unit. I don't know if the charging/USB port has the problem, or the battery? Will I buy a new charger? Will I try to reinstall the OS? Hmm?
