So, as you can see on the pic, there are four variants, but if you check the bands all of them support the same ones. That should indicate that it's possibly a true Passport to any country also Paratek finally would have paid off.

    Supported bands are:
    1, 2, 3, 4, 5, 7, 8, 13, 17, 20, 25, 38, 40, 41

Possibly one Passport variant for all region-radioinfo.jpg

From an actual Passport OS? Comparing to some chunk in QC8960 OSES? Radio also mentions this 4 model.

If the Passport supported every band under the sun then why have four separate models in the first place? Doesn't make sense.

My best guess, that earlier revisions wasn't supporting all of them, but they managed to work it out. Also why would a QC8960 OS contain data about a QC8974 based phone? That doesn't make sense either.

Still the same phone underneath, though.

I'm in favour of the 4 different models, with different radios theory. BlackBerry often just copies config files over before properly configuring them, so we won't know for sure until a retail OS hits the servers. Also, it doesn't make sense to have 4 copies of the same file, they could have just symlinked them, just like they do for other config files.

And finally, BlackBerry doesn't have different hardware models for different keyboards, they have one EMEA version per examples and different product number for the keyboard variations.

Also those files seems to have the correct mapping for Classic, and Z3 LTE. Why would the Passport one would be invalid in a Passport OS?

The Classic's .public files were identical to those of the Q10 before one of the Dev OS releases. Placeholders do exist.
