I am contemplating buying an unlocked Passport from the BlackBerry online store; I am currently with Bell and not eligible yet for a phone upgrade. Is there one model that works with all carriers? BB sells it cheaper than Bell, and then I do not have to unlock it.

Yes. There's only one model of the Passport so far, and it is compatible with all Canadian GSM carriers.

Buy it from amazon.com it's 599$ even with custom charge and conversion fees comes out cheaper than ShopBlackBerry and it's unlocked, so you save on unlocking fee too.

They've ran out of stock too; and thanks for your suggestion, but it's not worth the effort saving $5 or less
