    Since I'll be in a country with no carrier support where is best place to get a current OS? Here?

    Also what should I get as the latest stable

    Here with an autoloader. Or use sachesi to simulate an OTA update. I currently use 10.3.1.1010 on my BlackBerry Passport a few bugs but so cool compared to the Last official release.
