Dunno whether it's a dumb question or a naive one....here we go...my blackberry passport does not show any led notification while charging...shouldn't the led be lit when it's charging or do I need to buy hub++

There is a small lighting bolt symbol in the upper left corner of the screen next to the battery state of charge symbol that goes on and off while charging, disappears when not. LED does nothing.

You could maybe accomplish that through a 3rd party app?

Yeah I heard hub++ does the job...I don't mind paying for it but just pisses me off that u can't have something as basic as a freaking charging led which u can get in a low end android phone

The stock led does indicate charging when the phone is off. But does not while the phone is on.

A third party app, is required to have it flash while the phone is on.
