So far you can't enable a global dark theme. The difference is the type of screen.

The Q10 & Z30 use a Super AMOLED display. Black portions of the AMOLED screen basically don't use power, so the dark theme saves power.

On LCD displays like those of Passport & Z10, there is no power savings with a dark theme, so BB10 uses the light theme.

There are certain apps where you can select the dark theme, regardless of device. In the app settings for BBM, Calendar, Twitter, and WhatsApp you can select a dark theme for those apps. In Hub Settings, you can select a dark theme for Text Messages too.

Go into the settings menu hit accessibility and hit reverse contrast, this will give you a dark theme but any pictures will look funky in negative.

    Enjoy

You can turn the darktheme on in the following:
    SMS (but not entire HUB)
    BBM
    What's App
    Calendar
    Reader mode in the browser
In some Apps (in-App-settings) like CrackBerry, Kindle

There is a possibility to reverse the contrast in (Settings, Accessability) then all the hub becomes dark aswell as everything on the phone)
This gives the images a "negative look"... whis is not okay!

LOL... you have to try it yourself!! The screenshots remained authentic!!
