I hope BlackBerry provides current BB10 users rebate or exchange on passport purchase.
BlackBerry can then use the refurbished older phones as cheap giveaway for first time BB10 users.

I doubt it. BB needs to get their hardware devision back to a profitable business. While competition like Apple or Microsoft is doing this, BlackBerry doesn't have the financial profits anymore.
I could imagine though there might be a limited turn-in action for holiday season later this year. After all you can always sell the phone yourself which usually is even better from a financial pooint of view.

    Double-typed and posted with a BlackBerry Q10.

Something similar was posted on Icanmakeitbetter and the response was BlackBerry have plenty of upcoming promotions for their customers so I'm hopeful

I don't think money is an issue, BlackBerry have been offering $100 discounts and other offers on Shopblackberry and yet this way they actually get something back for the money (refurbished phone)

I also think it should be any BlackBerry 10(+android +iphone) for money off Passport, any BlackBerry for money off a Classic

I would love to get my phone direct from BlackBerry, but if not CPW have the same thing for any phone

Sell your current bb10 device on Craigslist, ebay, or kijiji.... that'll be your "trade-in" subsidy for the Passport.

I could see them offering more to buy back their old devices than other places will. It would be good to get the device in people's hands even of they have to sell it close to cost. The device would have more visibility.

Yep cos BlackBerry is a charity and wants to give the only people who will actually buy a passport a massive discount.

The OP never said it should be massive? And the suggestion of $100 off is nowhere near charity level

A 20% discount is enormous, only Apple enjoy margins that could swallow that.

Please, show us the the figures of how much it costs to make the Passport, and the Z30 and Z10 and what profit margins BlackBerry usually has on its phone, would be really nice to see, I've looked and haven't seen them, you sound like you have.

Sorry if I came off that way, but I can only see the 10% that I expect from a low budget device like the Z3, is there anything on the higher end devices?

I see the adjusted gross margin but not sure I'd 1) that's devices
    2) if it means exactly what we're talking about

If it does then that's more than decent

On a away 600 phone with 100 off that's still just under 200 profit,

Considering BlackBerry's financial position of late I don't see them doing ANY kind of rebate/recycle program for older devices, not even BB10 devices. They've never done it in the past IIRC and they're not about to do it now.
