So, my new Passport that I ordered from Amazon arrived on Friday and I haven't put it down since. When I first got it, I turned it on and noticed that it booted up with the At&t logo or boot image/screen. This happens with or without a sim card. I also notice that I can't enable mobile hotspot either. I am taken to a screen that says I have to contact my provider to use this feature. Are these two things normal for an unlocked Passport?

Have you checked in settings to make sure its actually unlocked, there should be categories that say unlocked .

What carrier are you with? An unlocked bb10 device will boot up to the splash screen of the carrier sim.
Mobile Hotspot requires a plan that allows it. Usually some carriers have to enable that. Not every plan allows for mobile hotspot/internet tethering
