I am aware of 3 off the top of my head.

I use Wallpaper Changer by Shao-Soft (or Shao128 here on CB).
His is not yet available on App World, but supposedly will be soon. So buy it from the CB App Store.
Shao's support is awesome!
Oh yeah, there is free Wallpaper Changer Lite as well. You can trial that to see if the main app is worth your $3. (It is.)

My other recommendation would be WallpaperShuffle by Fabian Heuwieser (or BBA here on CB). Haven't used, but I have purchased a different app by Fabian and his support is top-knotch.
You can find it in App World or the App Store.

The other I know nothing about, but just spotted it on App World. It is called MiaWallpaper. I think they had a free trial.

I think they are all $3 or so.

Just noticed another post that Fabian's apps are 50% until Sunday on the App Store if you enter code BFFH.

I think I remember seeing that Shao's is on sale for $2.49 as well.

I can suggest you to try our application MiaWallpaper,
MiaWallpaper supports rotation of own photos, also you can enable downloading photos from the Internet, always new public photos.

Here's another vote for VisualArts. When I went in search of a wallpaper changing app this is the only one I found at the time. I bought it and have been using it since. I've got it set to rotate every 10 minutes and I haven't seen any noticeable drain on my battery.
